If you import an image into Publisher, the entire original image (regardless
of PPI) is retained within the file. When you print, the full original
resolution image prints.
When exporting (or Saving As) JPEG, the resolution is downsampled and the
quality is also turned down.
Please note that quality settings on JPEG files are not the same as the
resolution. Publisher offers no setting to adjust the quality, so you will
get JPEG artifacting.
If you need to re-export an image file, use PNG or TIF, as these are
lossless formats and will not further degrade your image (provided they are
not downsampled to a lower PPI)
Why are you re-exporting the image file you have imported, anyway?

I didn't know how to check for the file properties, and I didn't know it
would downgrade the image if I exported it. I exported it to open it up check
the properties of it and see if it was the same as the original image.
