How do I set up bubble comments or mouse overs in web designs?

I am using Publisher to post a web page.  I want to use mouse overs on shapes
or on words to provide more information to the reader in the form of a bubble
comment.  How can I do this?

Please note that you need to post web publication questions in our web
design
forum. You posted this in the VBA development forum, which has no relevance.

Also only post once. In the relevant forum of course.
