I would like the option to print the page at 95% of the size instead of 100%
so that it all fits on the one page and does not continue to get cut off at
the bottom.  This is a Publication program.

a) This newsgroup is for support for programming in Publisher; that is,
writing executable code that builds on Publisher's functionality.  Not for
creating programmes for events, etc.  (This is where British English has
American English beat.  We have two different spellings.)  The correct
newsgroup for your query would be the main microsoft.public.publisher group

b) The easiest option is to convert to PDF using an application such as
PrimoPDF from www.primopdf.com, then scale it to fit the printer margins
when printing using Adobe Reader.
