No, I have Publisher 2003 and this happens whenever I create a document and
change the default tab stops.

Do you have the service pack?
Issues that are fixed in Publisher 2003 by Office 2003 Service Pack 2

I don't have Office 2003 service pack 2 installed. (I though I had enabled
automatic updates but I guess I hadn't.) It sounds like it does address this
problem so I will install it and see what happens.

I did install the updates but I'm still having the same problem with
documents I had created before the installation. Maybe it will fix the
problem when I create new documents.
