Microsoft Publisher Catalog Does not Open when I start the program

I have recently re-installed Microsoft Office 2K CD2 on
my system that was reformatted and when I go to open
Publisher the "Microsoft Publisher Catalog" does not
appear and it will not let me click on any icons or type
any commands.  At this point Publisher is absolutely
unusable.  I can however open previously saved
publication files.  Has anyone else experienced this
problem?  If so, I would greatly appreciate a solution.

I would suggest posting this question in the main microsoft.public.publisher
newsgroup - this newsgroup is designed for users programming Publisher using
Visual Basic for Applications or similar in Publisher 2002 or later.
