Plugin only visible if administrator

Hello all,

we created a VB-Plugin for Publisher.
But this is only visible in "Plugins" if an administrator is logged in.
How can i adjust security to be able to run plugins in publisher as normal
user?

Is the code signed?
Is the DLL in a location that the user has permissions to access?
Has the user added the addin through Tools > Add-ins?
Is the user's Macro Security set to Medium or Low?
