I created a web page using Publisher 2002. Everything
works fine in IE, but if I use Mozilla (1.7) none of the
links work. In Publisher, under Tools - Web Options -
Browers, I had and have only one of the 4 boxes
checked: "rely on CSS for font formatting." I do not have
PNG or VML checked.
Is it just not meant to work? Are Publisher files created
as webpages only viewable with another Microsoft Product?
Here's the webpage, if it matters:

Using a very old version of Netscape, the web page loaded
in a single colum on the left as well. That's why I
upgraded to a new Mozilla version.

Pub is by design meant to fully support IE 6+. Though in your case I think
you'll obtain better results just by loading the Service packs 1, 2, and 3.
You are using 2002's original code technology that was replaced in SP1.
