PROBLEM SOLVED ...
Placed the files in the wrong folder on the host machine.
Now for the good news ... and a possible solution to the HUGE web site size
from Pub 2003. I simply went to the 2003 file and saved it as a Pub 2000
file. Then saved as a web site from Pub 2000. It went from a whopping 117
megs down to ONLY 4 megs. Everthing is fine now .. BUT THERE HAS TO BE
SOMETHING SERIOUSLY FLAUD with the way Pub 2003 makes web sites .... it's
simply a problem MS should have corrected a long time ago.
Check the speed of the site now ......

They have addressed it sorta with the recent service pack. But M$ badly needs
to do some serious thimpin' about where it wants to go with Publisher with
respect to web use.

I've been voicing my concerns about the bloated technology since version
2002 was in beta. I'll add your feedback to mine.
