Resizing for different browser sizes

If I create a website in Publisher and upload it, if I
then change the size of my browser window (by dragging
the edges of it to make it smaller), the website needs to
be scrolled either horizontally or vertically.

How can I make Publisher designed websites behave like
Word Designed websites, where when you resize your
browser window, it will also change what is displayed so
it fits neatly into the browser window... automatically
wrapping text down to the next line, so to speak.

This is not easy for me to explain, so I hope you
understand what I mean.

This is not supported in Publisher. And there is no work-around.
