I am creating a website in publisher.

I save by publishing to web and then upload using a FTP program.

The website uploads okay but the pictures do not appear.

Self taught notice - any experts have any ideas?

Did you upload all of the gif files along with the html files?

Typically when using a third party ftp client the customer fails to upload
all site files ( see the FAQ -
http://www.publishermvps.com/Default.aspx?tabid=30 ) . As Don replied earlier
you likely missed some files. I recommend usng Publisher for the upload to
avoid this problem in the future. Don't know how to upload in Publisher? Look
in Help or visit my site.
