I can expand my header to cover a large amount of space on my web page top.
This seems to take care of the left sided justification problem...or so it
appears in the web browser.  I enlarge it to the right edge of the page that
can be viewed.  Any advice?
Thank you.

You have to pick what screen resolution you want to design the page for. If
you design it wider then a visitors resolution then they'll have a horizontal
scroll, if you design it less wide it's padded by background. The most common
design width is 800 pixels.
