How do I insert an image swap in publisher?

Is it even possible to use this type of effect in a publisher created web page?

No version of Pub has support for dynamic effects. That level of complexity
is considered out of scope for the product. You can however typically
implement scripts (either your own or from a javascript source site) into a
page by using the Insert, html code fragment.
