Why can I only use 8 fonts in a Publisher website?

I have over 200 fonts in my font folder, but when I'm creating a website in
Publisher (starting with  blank Publisher website, not a template) my font
dropdown list only contains 8 fonts and they're not the ones I want to use.  
How do I access my other fonts when I'm making a website?

Because those are the universally supported "web-safe" fonts. Since Pub 2003
is not designed for use by the "web design professional" that would know that
fact, it is intentionally taking care of you in that regard.
