Can you create mouseover of brief text using MS Publisher?

I'm experimenting with MS Publisher 2003 to see what I can do re. web page
development.  I've seen web pages where a brief text box appears when the
mouse is passed over a heading or picture, and wonder if it's possible to
create these using MS Publisher.

From Publisher 2000 Help:

Display alternate text for a picture:
Use a text descriptor for a picture (known as alternate text or ALT text) to
aid those who have text-only browsers, have turned their graphics display
off, have slow speed connections to the Internet, or use voice readers.
Click the picture on your Web page to select it.

On the Format menu, click Picture Frame Properties or Object Frame
Properties.

Under Alternate text representation, in the Text to Display box, type text
that describes the content of the picture.

Click OK.
The text descriptor appears when you move your cursor over the picture when
you preview or after you have published your site.
