Is it possible with Pub 2003 to create sub-menus on the Nav bar? For Example:
The main "button" would be Statistics once clicked on sub-menus wouls show:
2003 Statistics and a seperate sub-menu for 2004 Statistics. If this can be
done, how do I do it?

No. Pub has no dynamic menuing.
There are third party menu's like that though that can be coded in via a
code fragment object.
