Where is the Columns button in the Text Box tab?

I accessed the help button to find out how to set columns in a text box, help
gave me intructions to go to Format Text box, click Text Box tab then Columns
button, but there is no Columns button only margin settings.

I use Publisher 2000 and to create columns within the text box,

Create a text box, now select Format, Text frame properties.
