Any suggestions on reducing the size of these pages?

For some reason jpgs seem to load more clearly than gifs using Publisher.  
Bmps look the best but they're huge.  I know I have a lot of content.  Are
there any ways I can reduce it?  I'm figuring on dial-up or older systems
load time might be somewhat slow.

On my dial up connection, your text loads quickly enough, but yes, the
images take a long time...one of the downsides of 2003.

Once again assuming you are using Publisher 2003, MS has offered a way to
compress graphics file sizes:

And of course you could resize and optimize your images in a image editing
application before you insert them into your publication.
