How to create unchanging order form Web Pages with Publisher?

Using Publisher 2003 to create a Web Site. The single-line text boxes in the
Order Form page migrate to the middle and bottom of the page when viewed in
the Web Page Preview mode. What causes this and how can it be remedied? What
I see in Publisher is not what I get when previewing the Web Page.
