starting from a print doc and then converting to a web based doc

A guy in my company is having some problems with Publisher. I haven't worked
with it for many years, so I thought I'd ask here. Following is his question.

I have two main problems.  Both involve starting from a print document and
then converting to a web based document:

1. Pictures and text boxes that other text columns go around in a print
document sit on top of text in the web document when I convert to .mht

2. Extra carriage returns appear in the .mht for some articles.  Fixing them
works most of the time.  Some I believe I have fixed 3 times and still had
problems.

Any suggestions for him?

The suggestion would be to create the content in a web publication.

Not everything will convert well. That's just the way it is.

Publisher does not support wrapping text on images in a web pub.
