How do I create submenus and drop downs for my navigation bars?

I am creating a web site for my company on Publisher 2003.  I would like to
create drop down menus and submenus for my navigation bar and ad subfolders
to my web site with photos and articles about the business I work for.  I am
not sure if this is possible with Publisher and if so, how do I do this?

Dynamic menus are not supported.

You can use a third party menu and insert the code.
