How do I use repeating hyperlink menus on each page of a web docu.

I have set up my web site with multiple pages each having hyperlinks to all
other pages for navigating my site.   These pages are all in one document.    
Is there a way to do this without having to copy hyperlink menus to all
pages?    I have run into a problem doing this:   After adding up to ten
pages each with hyperlinks to all other pages some hyperlinks stop
functioning.   Why? and how do I correct it?

Functionality varies greatly by version, which you failed to specify.
Version 2000 only supports 10 pages in the navigation wizard (assuming you
are using that wizard, you failed to be clear) as discussed on

you can obtain varying levels of more flexibility by breaking out the pub
file into multiple ones - http://www.publishermvps.com/Default.aspx?tabid=81
