I want to use a bulleted list for the formatting but I would like to use a
picture instead of the default bullet characters, how do I change this?

Also anyone know how to view the actual html file in publisher?

Publisher does't have the custom bullet, but if this is for a web page just
insert the bullet gif and format the text yourself.
Publisher is not an html editor.
