I created a simple web page in Publisher but it seems that it only displays
correctly and the links only work properly on PCs using XP and IE 6.0.2
(which also happens to be the platform that I used to create it -- if that
matters).  After I uploaded the pages I ran a few tests to make sure it
worked in a variety of computing situations and it appears that older
versions of the OS and/or older versions of IE all seem to have various
problems with the site. Macs also have problems with it even with the latest
version of IE.  PCs running XP but using other browers (i.e. Mozilla) have
problems too.

That's because you're creating a site with a program that wasn't originally
meant to create websites. If you want alternate browser compatibility,
you'll need to use something like FrontPage.
