You are correct, but in this case the OP was creating duplicate sites in
different languages, so the Nav Bar would be the same in each, and could use
the Publisher generated Nav Bar.

Generally if you choose to break your site up and use multiple Pub files you
would need to create your own Nav Bar. There are lots of ways to do this,
and I wasn't particularly happy with the limitations of Publisher Nav Bar
anyway. I built a horizontal textual Bar for the bottom of my pages, that I
could just copy and paste to each page. I have also used simple textual
vertical Nav Bar that I jazzed up a bit with javascript to get a color shift
with a mouseover. There are all kinds of free scripts for NavBars that you
can use, but I am using MenuMaker from Xara now:

I import my NavBar now to each page, and thus it is easy to change across my
site. I was introduced to MenuMaker here in this forum by Karma Designs who
uses it to design sites. David Bartosik has posted some sample templates by
