Submit Form Problems & Missing Webbots

I am using Microsoft Publisher 2003 to publish my website. Everything works
with the exception of the "submit" button on my "contact us" page. I uploaded
the site using ftp and my server already has frontpage extensions. When the
submit button is clicked, an error message says page not found. It is looking
for a file called "--WEBBOT-SELF--" in my index_files folder. How do I create
this file or page so that the information will submit? Is there another way
to publish the site without using ftp?
