Publisher by design supports IE, cross browser support is a limitation of
Publisher. This topic is covered constantly in this forum (if it was to be
reviewed) and covered in the FAQ -

However, that said, upon doing a glance over your page code I found a
concern... did you publish the page using File, Publish to web? I suspect
you may have improperly used File, Save as, Web Page - which generates an
entirely different code base which should not be used for an internet site.
It only increases the degree to which non IE browsers are not supported.
Using the proper Publish to web will improve the results for non IE
browsers, though not obtain 100% compatibility.

Write it in something that isn't Microsoft specific, somerhing that
doesn't rely on a Microsoft product to be viewable. Basically, learn
to write correct HTML.
