Publishing web page

Using Publisher 2000, is it better to set up your webpage as one file with 20
pages or set them up as individual pages in a folder. My first attempt with
100 mb blew up so the second time around, I have it saved both ways for
backup but need advice on how do I upload it if by using separate pages, how
do links work if you have separate pages?
