why do quotations change to Question marks when published to Web?

I have used Publisher 2003 to create a web site. Quotation marks and
Apostrophe's and large space bar use changes to Question marks on the Web.
When previewed it is fine, but on the Web it changes.
Any help would be greatly appreciated. My site looks semi professional right
now. www.myfamilymatters.ca
