HTML problem

Hi
I have created html file, also i have made a weblink for some links but now
i dont know how to make link for one application exe.. i tried to solved this
problem by typeing this tag or code<a href="filename.exe">displayname</a>
ithought this code will make the program available for download but i have
host it in the IIS first then i tried to access this from browser but no way
it is not work. can you please explain this to me or give me the solutiion.

Not Publisher related. So OT for this forum.
Common sense should tell that a browser won't do anything with an exe file.
Downloads should be zip files.
