create a blank web publication and design the button. Lock the objects of
the design to a group. Save the web publication as a web to your local
drive. Browse to the folder you saved the site to and look at the image
files that were created for your button graphic. Rename the file and save it
somewhere meaningful to you for future use and then delete the other site
files. Then in your web site web publication insert that button when needed
and place a text box on it for your text that get hyperlinked.

First hold down the Ctrl key and click the Oval tool; then hold down the
Shift key and create two circles, one somewhat smaller than the other. Click
the larger circle and click Send To Back. Select BOTH circles and choose
Arrange, Align Objects; set both Left To Right and Top To Bottom To Centers,
and click OK. With both objects still selected, click the Line/Border Style
tool and choose None.

Select the top (smaller) circle, click the Fill Color tool, click Fill
Effects, and click the Gradients tab. In the Style box, chose the
dark-top-to-light-bottom style (11th from the left) and click OK. Select the
larger circle, click the Fill Color tool, click Fill Effects, and click the
Gradients tab. In the Style box, chose the light-top-to-dark-bottom style
(12th from the left) and click OK. Finally, select both shapes and click the
Group button. You've got your button.
