Publisher has no support for mouse overs (that's a dynamic effect as covered
on the FAQ - http://www.publishermvps.com/Default.aspx?tabid=30 ) .
You can opt to use a third party mouse over script and insert it with a code
fragment.

I have used that HTML code fragment to have mouse over effects on my
hyperlinks, but it does not impact hotspots embedded in pictures. Is there a
way around it? Where can I find sample code?

The typical effect with images is to swap the image in the mouseover, see
any javascript site for that.

Are we able to embed Javascript code in the same manner as the HTML code
