can Publisher read html files?

Am I missing something obvious here, or is it true that Microsoft designed a
web page design program that you can't cut and paste html into?  I like to
view the source of a web page, select all the html, cut and paste it into my
web design program (in this case, Publisher), and then change it from there.  
I learn a lot by taking apart websites like this.  I'm sure I'm missing
something here, so can someone please point the way to do this?  Thanks much.
