Alternative text input

In publisher I can add alternative text input(little pop-up describing the
picture or text).  I have gone through the procedure on how to do this.  
Right click image/format picture/web tab and insert the desired text right?  
Well that's what publisher help tells you to do anyhow.  I have done this and
when I previw the site I cannot see the alternative text pop-up.  When I
publish it is not there either.  Is there something I'm missing?  Please
help!!!!!!!!!!!!!!!!!!!

You left out specifics, such as, what version of Publisher are you using?
what service pack level is it at? what is the URL of the page in question?
