After having created a website in Publisher, when I preview the site in
Explorer's browser, the layout changes, pictures move, table parameters
extend, etc. How do I insure when I create the sit in Publisher it's going to
stay that way when converted to a site?

There is no silver bullet. All web designers regardless of tools deal with
trial and error and test, test, test. With Publisher you really just need
experience and patience. You'll learn what works and what fails badly. Basic
rule is to keep it simple. If you are in a hurry or just want some in-depth
assistance you can write me at the address shown on my home page
(www.davidbartosik.com) - I do offer hourly rated consulting.
