For web design in Publisher, how to add multiple photo images?

I am a photographer and I would like to set my website to view photos one by
one. Do I need to set up a new page each time I view a new photo?

If you want the image to be on a page versus viewing in the browser
independent of a page, and you only want one image per page then yes.
Optionally you can implement a 3rd party image viewer script. Search any
javascript site such as www.wsabstract.com , they'll have plenty of image
scripts.
