Mouseover Navigation Bar

I am trying to create a website using Publisher 2003. I was wondering if you
can create a navigation bar to have buttons that will will change when a
mouse goes over it. Is this possible in Publisher? Thank you.

That would be a "dynamic effect" which as stated in the faq -
http://www.publishermvps.com/Default.aspx?tabid=30 - is not supported in
Publisher. Most dynamic effects can be added in using javascript snippets,
however the nav bar is a built in wizard that cannot be manipulated or
altered.
