How can I save a web page with .html extension instead of just the .htm in
publisher?  My host requires the files be uploaded with the .html extension

Depending on version you can set default extension under tools, options or
just type the extension when saving.

You or your host may be mistaken, web servers are designed to recognize
either extension. and many more.
