I am about to purchase a computer that will have Publisher 2003.  Want to use
it for creating a website for my small business because I am familiar with
Publisher at work.  However, can I create thumnail pictures in publisher that
are interactive on the site in that they can be clicked and become larger?
Or is this something that I would have to use Front Page for?  I am trying to
avoid learning Front Page while in the middle of this project....and avoid
purchasing it right now.

Thank you!

Q.  How do I make "thumbnails"?
A.  A "thumbnail" is simply a copy of an image that is smaller than the
original and it links to the original. You need to upload the original image
file to the web server and make note of the file name and path (it's URL) so
you can link to it. You then Insert, Picture, the image onto your Pub page
and size it as desired. Then right-click the image and select Hyperlink, in
the Hyperlink dialog choose the external file/page option (wording defers by
version) and enter the URL address of the image file on the server. (i.e.
http://www.mydomain.com/mypic.jpg ).

I would suggest you also spend some time reading the information provided
about using Publisher to build your website starting here and then the
information specific to Publisher 2003, and the FAQs:
