Webpage form doesn't submit as directed, page not avail. error

Usiing MS Publisher to produce website. Trying to add form to a webpage that
will direct respondent information to a designated email address. When submit
buttom is pressed an error message comes up that "page can not be found". My
ISP does not support FrontPage so that may be the issue. Is there any way
around this, or can I create a file on my webhost server? If I can create a
file on my webhost server, how do I do that?
