How do I insert HTML code into the <head> of a document?

I created a webpage and on the master page I want to insert html code in to
the

<head>

How do I do this?

You don't. Publisher does not support it. All code fragments are
body section only.
Be advised that I recommend against the use of Master Page in a Web
Publication. Technically it's a Print Publication feature.

Don't you put your "meta links", or whatever they are called, there so search
engins can find your site?  How does search engins find your site?

Publisher exposes those two tags via the web options dialog.
