Can I create a background image or theme to be used in FP2003?

I want to create a custom FP webpage, and need to create a collage of images
and shapes that will be used in the background and ultimately become a theme.
Can I do this with Publisher?  A lot of the templates I've seen for sale
utilize Photoshop when designing the graphics for a webpage, but I own a copy
of Publisher and I'm already familiar with it.

The resident expert, the most excellent David Bartosik MVP, has indicated
many times that the codes are way too different to try to use Publisher code
in FrontPage. You could potentially build your collage and convert it to an
image, and then use the image in FrontPage, but I suspect you would not be
happy with the results...and you would still ultimately need an image
editing application if you are serious about building a decent site. So, I
suggest that you invest some time learning an image editing application.
