I'm creating a website if I Insert a picture in publisher and then upload it
to my website all pictures are imbedded so people viewing to website cannot
right click on the picture and choose save as picture.

I want users to be able to do this how can I make this happen, the only
thing I'm able to do is add a hyperlink to the picture so it opens the
picture in another window and then you can choose to save as picture.

I've tried using insert object and then choosing to jpg file but publisher
just puts an icon on the screen showing the name of the file no picture is
displayed?.

This behavior is by design in version 2003 as stated on the FAQ -
http://www.publishermvps.com/Default.aspx?tabid=30 . You have already
identified the work-around.
