Starting a website should I use publisher

On the help, it suggests that Publisher 2003 is good for "small" sites.  But
I'm not sure what you consider small.

I intend to build a site which will contain about 50 pages,  many of them
with multiple compressed jpeg images (about 60kb for each picture).

Is this considered a small website?  Or would I be better off getting a more
professional product like Frontpage 2003?

Publisher can do the job but if Front Page is in the budget, I highly
recommend getting the product that was designed for creating websites.

The product group would say under 12 pages.

I use Publisher 2002 to build my website. It has 200 pages, lots of images,
25MB, takes a few minutes to save and export as a web page. I'm sure it's way
beyond what was intended, but it's simple and works for me.

200 pages with 2002???  How in the hell do you get it to work?  I have 300 plus
pages, but use Publisher 2000 which is a very different critter from 2002 and
up.
