I set up a web page withPublisher 2003.  I want to add "Tell a Friend" email
for my visitors.  I used hyperlink "mailto:".  My son, who does not uses
Outlook could not email from this button.  How do I fix it so anyone can
email from my site.

I have an article on this at

Your use of mailto is correct. Your understanding of it though may not be
complete. The browser will launch the OS's default email client. If no
default email client is set on the OS, then it can't work as intended. And
it can't launch web based mail such as yahoo or hotmail.
