Can't publish web site!

I am using MS Publisher 2003 to create a website. I have done this before.
Now when I try to publish to the web, I get this message: "cannot find the
URL http://www.thestalls.net". The site is up; I set up the domain on Friday
the 9th.
I click on file and then "publish to the web". In the file name, I type in
the entire URL: http://www.thestalls.net and click "save". For a second or
two, I get a box that says "connecting to the web" and then I get the error
message.

What are you missing. hmmm, for starters, patience. That's the main one, plus
newsgroup etiquette. Which is annoying. Also failing to follow the
instructions your new web host would have provided you. Which is likely the
patience issue.
When you bought the domain on Friday you would have been supplied with
instructions informing you that it takes a few days for the URL to propagate.
And depending on the host you may or may not have been provided a temporary
URL to use for uploading prior to the domain being ready to use. When I visit
your URL I found the same thing that Publisher did, it's not there yet. Your
host would have provided you a time frame to expect for your domain to
propagate. If you have any more questions on this matter you need to direct
them to your web host support rather then inundate the Publisher forums.

Directions for how to publish in FTP and in HTTP are provided at
http://www.publishermvps.com/WebDesign/Version2003/tabid/33/Default.aspx

The HTTP instructions detail that Frontpage Server Extensions are required
for HTTP publishing.

HTTP Publishing IS Web Folders IS Network Places

FTP publishing only needs a FTP location.

Again, if you want to use HTTP publishing then your web host account must
have FPSE installed on it.

Typically one has to request this of a host, it's not automatic.

Typically a host can't install FPSE until the domain has propagated.

As covered on the FAQ page -

be verified... simply browse to the confirm page...

when I browse to
http://www.thestalls.net/_vti_inf.html
I do not get the confirm page, I see a 404.

That means obviously that FPSE are not installed.

To review, if FPSE is not installed, then HTTP publishing is not available,
which means you can't create a Network place/Web folder... you can only
publish in FTP.
