I am using publisher 2003 and using tabs to make columns. Everything is
aligned properly in the text box but when I publish to the web page the
alignment is all off.
Use a table instead of tabs.

Tabs have no html equivalent.
You would create columns simply by lining up multiple text boxes. Want 3
columns, then draw 3 text boxes. It's really not complicated.
Publisher has "table", like Word, but it's intended for print publications
and as such can render incorrectly in a web. So I don't recommend using
that.

thanks, that was my interim fix, was just hoping there was an easier way.

The table function works just fine in Publisher 2000 for web output. It creates
a graphic, but it looks very good. We use it extensively on our site. Here is
a page with several tables on it:

Those tables would be a PITA using separate text boxes.
Also, another trick is to use a non-proportional spaced font, and then you can
line things up if "pretty " is not critical. Here is an example:

The headings are Arial and are in text boxes, but the copy is in a
non-proportional font, so is just typed in without having to use text boxes or a
table.
