can you link a .pdf file from adobe acrobat to a Publisher site?

Sure.  On the website put an image or text, i.e., See this file

Either on the image or the statement   See this file

Right click, select Hyperlink and enter the path.
It can be      file.pdf or if in a folder,   download/file.pdf

Be sure to upload the pdf file to the server.
