Hidden pictures

When I add a new page all the preceding pages pictures go to the back and I
have to manually reorder each page. Some pages retain their pictures while
others do not. How do I set to always keep the same format?

I haven't heard this one before. One thing that comes to mind though is to
try grouping the set of pictures in question. With a grouping set on them
they should be locked in place. Or just work around it by adding the new page
as a blank and then copy/paste the page objects.
