Although you've already created a site with Publisher, have you tried your
own ISP? Mine, like many others, offers free space. I can't guarantee that
you'll be able to use what you've created but .............

Unless you own a web server and a domain and a dedicated IP, you need a web
host to host the web site.
Free ones are tripod and geocities.
Also as JoAnn aka "blue nails" stated, most ISP providers include a small
hosting package for the home newbie.
