How do I set my website to resize itself for any size window?

I am designing a website and I want the web site to automatically resize
itself for the size of the window.  Right now when you open it in a large
window, all the data is off to the right and there is about 3 inches of just
background on the right hand side.  I want it to be like this web site, if
you click the minimize button there is no horizontal scroll bar, the
information just shrinks down to fit the page, how do I do this?

Publisher doesn't center or auto size.

Lets hope Microsoft addressed these two issues in the upcoming release.
